ELIZABETH CITY, N.C. (WVEC) -- The manager of an affordable housing complex was charged with forgery and embezzlement Friday.

Sarah Hawkins Ownley, 44, was charged with seven counts of felony embezzlement and eight counts of felony forgery for a number of fraudulent business transactions, an investigation revealed.

The amount embezzled is said to have been $4,199.

Ownley was previously a part of a group called "Enough is Enough with Elizabeth City Utilities."

The group was organized to hold the city accountable for over charging them for power.

Ownley is set to appear in court on Jan. 22.

The case remains under investigation.
