NEWPORT NEWS, Va. (WVEC) -- A mother was arrested after police said her 4-year-old child was wandering outside without a shirt or shoes at one point during the day.

Police said they were called to the Key West Inn in the 11800 block of Jefferson Avenue in reference to a found child on Dec. 14 around 2:30 p.m.

Upon arrival, officers found the caller and the child.

While police were there, Hooks approached officers and said she was the boy's mother.

Hooks said she was only gone for about 10 minutes, but officers determined she was gone in excess of 30 minutes.

Officers said at some point, someone saw the child going back inside his room, getting a pair of shoes and walking to the Sonic nearby where he was found by the person who called police.

Hooks was arrested for child neglect.

While under arrest, police said they found a hypodermic needle and a metal smoking device with what officers suspected to be cocaine residue.

She was also charged with possession of schedule I or II drugs and unauthorized distribution of drug paraphernalia.
