NORFOLK, Va. (WVEC) -- Norfolk Mayor Paul Fraim delivered his final "State of the City" address on Friday.
The mayor highlighted key business development initiatives, provided strategic progress updates, addressed challenges and opportunities, and provided a glimpse into the City of Norfolk's future.
"The economy is growing and our population is growing and actually growing younger and more jobs are coming here," Fraim said. "ADP was actually looking at us before we were looking at them."

Fraim announced last year that he would not seek another term in office. Fraim has been mayor of Norfolk since 1994.
"You know, it was tough. I mean, my heart really wants to go on, but I think it's in the best interest of the city that after 22 years, someone else becomes the mayor. Someone who can bring fresh ideas, a fresh set of eyes," Fraim said. "Part of loving something is knowing when to let it go and this just seemed like the right moment."
