VIRGINIA BEACH, Va. (WVEC) -- City leaders are trying to figure out potential parking issues after giving the green-light to an Oceanfront arena.
The company developing the arena, United States Management, holds the rights to build a large parking garage. According to documents our partners at The Virginian-Pilot obtained, city officials already plan to contract with Virginia Beach construction company S.B. Ballard to build $45 million worth of infrastructure improvements, including surface parking lots.
Virginia Beach city manager Dave Hansen said Ballard could build the garage without the city soliciting for bids for the work. Hansen wrote in an email, the council could approve his plan by amending the contract awarded to the arena developer two years ago.
That wouldn't happen until United States Management closes on a $150 million loan. Its deadline is September 7.
The original agreement needed nine of 11 council members to approve, but now with the addition of a parking garage, only six votes are needed.
