NORFOLK, Va. (WVEC) -- Norfolk is celebrating its third annual Neon Festival this Thursday and Friday.
The festival features eye-popping artwork, performances and a dance party. It showcases a growing neighborhood under revitalization.
The city is revealing its new giant swing sculpture, and 10 new murals. 13NewsNow met Cedric "Vise1" Douglas, an artist out of Boston, whose painting one of those murals.
"When someone sees art on it, they start asking questions, they start getting curious, what does that mean? What is that? And they start talking to other people and it causes a conversation," said Douglas.
Rachel McCall, with Downtown Norfolk Council, is excited for people to experience some of the districts new features. "We have a new street scape on Olney Road, we have new lights, we have new benches from Governor's school, we have new tree pits which is really great," she said.
