CEO pled guilty to overbilling government $13.6 million

NORFOLK, Va. (WVEC) -- The CEO of the defense contractor, Global Services Corporation, has pled guilty to over billing the U.S. government $13.6 million in contacted work that was never done.

Philip A. Mearing, 48, also conspired to bill the government twice for nearly $3 million in labor that was already done under a seperate contract.

The $13.6 million over billing occurred between 2004 and  2014.

Mearing kept just over half a million dollar for himself and the rest (about $13 million) to a company owned by him.

He will officially be sentenced on September 29 and could face a maximum penalty of five years in prison.
