Family questions actions of police after woman killed

VIRGINIA BEACH, Va. (WVEC) -- India Kager died after being caught in the crossfire between police and Angelo Perry. Her family is now questioning the actions of police.

"We are having a hard time with this, because there are just so many unanswered questions why would they shoot at the car with my daughter and grandson in the vehicle," said Gina Best, Kager's mother.

Police say that Kager was in her car with Angelo Perry and their 4-month-old son on the night of September 5 when officers approached them.

After Perry allegedly shot at police, Kager was caught in the crossfire.

"This was reckless, they shot indiscriminately, India, knowing my daughter, the way I know my daughter had no clue," said Best.

Best told 13News Now that an investigators informed her that the officers were aware of her daughters presence the night of the shooting.

Best says Kager was a mother of two, a sister and a loved daughter.

"She doesn't get a chance to see her sister graduate, she doesn't get a chance to see her boys go to kindergarten, it is just so unfair, it is uncalled for and unjust," said Best.

The family is in the process of making funeral arrangements.

"I want my daughter to be here, and that's something a request that can't be met because she's gone at the hands of Virginia Beach police," said Best.

Kager was a former member of the U.S. Navy. She was honorably discharged.

A homegoing service is schedules for Kager on September 19 at J.B. Jenkins Funeral Home in Landover, Md. There will be a viewing at 9:30 a.m. followed by the service at 10:30 a.m.
