Norfolk underpasses completely underwater

Officials say the pump that normally drains the underpass became too overwhelmed by Matthew's rains, which led to the flooding.

The city is in touch with the Army Corps. of Engineers to get additional pumps to help drain the underpass at Brambleton and Tidewater.  It could take several days before the overpasses will reopen to traffic.
