Police: Convicted sex offender charged again after child porn found on phone

NORFOLK, Va. (WVEC) -- Police said a convicted sex offender faces more charges after officers found pornographic images  of children on his phone.

Officer Daniel Hudson with Norfolk Police Department said that Joseph Lee Willis, 33, was in jail in Virginia Beach on an unrelated matter when Norfolk police brought the new charges.

Lee, who lives in the 1200 block of Wellington St. in Norfolk, went for his regular check-in as a sex offender on June 1. A probation officer saw Willis had two cell phones when Willis went through the metal detector. When the probation officer took the phone, the officer noticed a picture of a girl who wasn't wearing pants or under and had her top exposed.

Police filed the following charges against Willis:

  • Possession of Using Communication System for Procuring Child Pornography (4 counts)
  • Using Communication System for Procuring Child Pornography
  • Probation Violation via Office of Probation and Parole (based on above charges)

Willis was convicted in Chesapeake in 2004 of Taking Indecent Liberties with a Minor. The Virginia State Police Sex Offender Registry notes that Willis failed on several occasions to register as a violent sex offender.
