NORFOLK---A lack of funding isn't stopping Hampton Roads Transit from upgrading its fleet of buses.

It's not irresponsible spending, but a new bus rehabilitation program that sends old buses to Florida for a makeover.

The program allows HRT to get nearly new buses for half the cost of a brand new bus.

'We are happy to do this,' said HRT spokesperson Tom Holden. 'We can stretch the dollar a little further, and they are very tight with new equipment.'

HRT plans to add approximately 13 rehabilitated buses to its fleet.
