NORFOLK -- A round of cutbacks is slated for all Norfolk city departments in order to balance the budget for FY 2015, but it's still too early to say if cuts will lead to layoffs, officials said Friday.

All department heads are now looking at their budgets and considering areas to eliminate. The City Manager is asking departments to submit their plans by Nov 15.

City Public Relations Manager Lori Crouch explained that last year Norfolk had a $19 million rollover from the previous year. 'We don't have that this year,' Crouch said.

This year, city council approved a two percent raise for all city employees.

Crouch says it's too early to say if budget developments will result in any layoffs, but department heads must submit a base budget that is equal to the appropriation provided in FY 2014.

For the past three years, departments have been asked to identify reductions.
