VIRGINIA BEACH -- Violent crime in Virginia Beach is down almost 40 percent since 1991.

It's a number Chief of Police Jim Cervera is happy with.

He sat down with 13News Now reporter Philip Townsend Wednesday to talk about the drastic change.

'In some businesses success is measured by what doesn't happen,' said Cervera.

Every category, including homicides, robberies and assault were down almost 40-percent since two decades ago.

Cervera credits the department's 'Three T' strategy -- talent, technology and teamwork.

But they've also changed the way they use their resources that he says contributed to the decrease.

'We're not totally interested in how many arrests an officer makes,' he said. 'We're interested in if they made those arrests at those times and at those places where crime is occuring.'
