FRANKLIN --For the first time ever,the Franklin Fire and Rescue Department is struggling torecruit and retain volunteers.

The departmenthas depended on workers from International paperto fill day shifts.

'6:00 a.m. to6:00 p.m.are critical hours,' saysChief Vince Holt.'Now that the mill is closed, many of our volunteers have either moved, gotten jobs an hour away or looking for work.'

The department has fourcareer firefighters whowork 24-hour shifts andthey too are feeling the strain of low volunteer staffing.
