VIRGINIA BEACH Another suspect has been charged in the murder of Norfolk police officer Victor Decker.

The Virginia Beach Commonwealth's Attorney Harvey Bryant charged 24-year-old Kareem Hasson Turner with 2nd degree murder Thursday. Turner was arraigned Friday in general district court.

Authorities say some aspects of the second arrest were kept secret until after Turner's arraignment due to 'serious concerns for the safety of witnesses.'

'Nobody who is cooperating with police like that spread all over the place while they're in custody and so for the safety of the witnesses and to ensure their continuing cooperation we did not do a press release on this,' Bryant said.

Decker was killed while off-duty in October 2010. Investigators found his body next to his truck on Oceana Boulevard in Virginia Beach.

Last summer, 21-year-old Raymond Perry was charged with capital murder in Decker's case. Perry is originally from Norfolk. He is serving a nearly 97-year sentence in federal prison in Bennettsville, S.C., for a string of violent robberies before Decker's death.

Court documents show Turner was charged with robbing a home the same day Decker was killed.Police have said little about how they have linked the men to Decker's killing. Prosecutors have not said whether they will seek the death penalty.

Turner is being held on no bond. According to the Commonwealth's Attorney's office, he has until Dec. 14th to hire an attorney or request a court-appointed lawyer. He has a preliminary hearing scheduled on January 11.
