NORFOLK -- Furloughed civil servant April Phillips already missed six days of pay earlier this year because of sequestration. Now she's out of work again because of the government shutdown.

The civilian Naval Safety Center public affairs specialist and Operation Iraqi Freedom veteran is so worried about how she's going to pay her mortgage that today she grabbed her guitar and started playing and singing for spare change on the sidewalk outside MacArthur Mall.

'It's impossible to plan when you have no idea what's going on, and it's scary,' Phillips said.
