VIRGINIA BEACH -- A deteriorating Virginia Beach school could get a makeover.

Parents are thrilled to hear about the proposal to build a new school for gifted students.

The plan is to combine Old Donation Center and Kemps Landing Magnet School.

Both of the schools were built more than 50 years ago. One of them was recently infested with rats.

The $63 million for the project comes from the district's capital improvement fund. The project is largely debt financed, according to school board chair Dan Edwards.

'The city buys bonds and the school board writes the contracts for projects. Each year, the interest on past school construction comes out of the schools budget,' said Edwards. 'In recent years, many school construction projects have been delayed because of budget cuts. We had six school projects planned to be completed in the next six years. Now we're looking at three projects.'

However, Edwards explains the Kemps Landing Old Donation project is officially funded and approved by the city. Construction is expected to begin in 2014 and finish in late 2016.
