PORTSMOUTH - Tolls at the Downtown and Midtown tunnels and the Martin Luther King extension begin February 1. They'll be collected with the E-Z Pass system.

In an effort to get drivers to sign up, Elizabeth River Tunnels has been offering five free trips if you register by January 13. The free trips must be used by June 30.

On the WVEC13 Facebook page, several people said they were trying to register online Sunday but couldn't.

Jan Mayo Eisenhower wrote, 'Why is it so hard to find out how to purchase an ez pass? Their website does not work.'

Another person wrote, 'I wanted to know how can we get this ez pass, but the website is down and all the centers are turning people around b/c they can't do anything for us too. VDOT needs to do better!!!!!'

The City of Portsmouth, meantime, will receive a report on the economic impact of tolls on residents, businesses and city government at Tuesday's council meeting, has learned.

The study, by Dr. James Koch, will be reviewed by city leaders. After that, the report was expected to be used by Portsmouth's legislative delegates to push for legislation that would ease the toll burden on residents.
