NORFOLK -- The numbers show a dip in ridership could be a trend for light rail.

Last December saw around 15,000 fewer riders than the same month in 2012.

The biggest drop was in January year-to-year with a decrease of 40,000 riders.

'There should be a lot more, especially with the tolls,' said Jay Ball.

HRT officials say changes to the GoPass program, and a cold, harsh winter are to blame for the decreases.

Officials say they are still confident in the service, and they expect the numbers to increase with the warmer months ahead.
