PORTSMOUTH (AP) -- Portsmouth residents can continue to speak on any topic during City Council meetings, but if they stray from the council's agenda, they won't appear in rebroadcasts.
Speakers who discuss non-agenda topics will be edited out of meeting rebroadcasts on the city's website and Portsmouth Channel TV.
The new policy begins Tuesday.
Councilman Bill Moody Jr. tells The Virginian-Pilot that some council members believe speakers used the forum too often for personal attacks.
82-year-old Helen Person has arthritis and can't attend the meetings. She says she depends on the rebroadcasts and wants to see the entire meetings.
