SUFFOLK--Police have arrested one grandparent and are still looking for another for the murder of their grandaughter.

Officers arrested Steven Bullock, 51, around 4 a.m. Saturday and charged him in the death of the two- year-old child. A tip led to his arrest.

Police are still looking for the child's grandmother, Kimberly Artis, 39,

Both Artis and Bullock have been indicted for felony murder/homicide, felony abuse or neglect of a child, possession of a schedule III drug and conspiracy to possess a schedule III drug. Bullock is also charged with possession of marijuana-second offense.

On July 17th, 2011, police and rescue personel were called to a home in the 1100 block of Truman Road in reference to a child not breathing. Upon arrival they found two-year-old Destiny Riddick unresponsive. She was taken to Sentara Obici Hospital where she was pronounced dead. The investigation revealed that the child ingested suboxone, which was kept in a candy dish. Suboxone is a prescription narcotic.

Artis and Bullock's last known address was in the 500 block of Jefferson Street in Portsmouth.
