PORTSMOUTH-- Three children were removed from their Portsmouth home and their parents were charged, after police say they found unsuitable living conditions.

Portsmouth Police spokeswoman Jan Clark said officers responded to the home in the 80 block of Decatur Street on Saturday after a 'concerned citizen' contacted police.

Officers say an unrelated male was staying with the 2, 7 and 8-year-old children until their parents returned.

Officers found the home had no running water for one week.

Clark said a dog was found roaming inside of the house and animal waste was found throughout the home. Officers say they found a second dog confined to a crate, which was too small for the dog.

Clark said the children were taken by a family member and the two dogs were removed by animal control officers pending further investigation.

The children's parents, 29-year-old Theodore C. Sykes and 29-year-old Jenetta L. Sykes, were arrested and charged with three counts each of felony child neglect.
