VIRGINIA BEACH--The red substance found at two area congressmen's local offices last week was most likely from sealing wax, authorities said Monday.

Letters containing an unidentified red powdery substance were sent to Representatives Scott Rigell and Randy Forbes on Friday.

Tim Riley, a spokesman for the Virginia Beach fire department, said the substance was 'red in nature and appeared hardened and was pulverized into small pieces from the mail processing machines.'

Officials have questioned the man who wrote both letters and he confirmed it was a wax seal.

Riley said the letter was not threatening and therefore no criminal intent took place.

'The author of the letter was exercising his First Amendment right to free speech,' said Riley.

The substance is at the state crime lab for further testing.
