NORFOLK -- As construction continues on Norfolk's light rail, businesses along the route are hurting.
Uwe Wilken says business at his book store is down 90% - caused by the economy and the light rail work.
'All the one way signs and stuff, it's kind of confusing,' he says. 'It's pretty much killed me. Bottom line is we're pretty dead here.'
The news that the opening date for The Tide has been pushed back from Fall 2010 to early 2011 is upsetting.
He's not sure the store will survive, even though the city is offering low-interest loans for struggling businesses.
Wilken says a loan is too risky; he'd like to get a grant.
'It would be nice if the city cared enough about the small businesses just to give them the money to survive,' he noted.
