RICHMOND - A bill that would use revenue from casinos to pay for transportation projects has died in the state Senate.

Sen. Louise Lucas (D-18th D.) proposed the bill that would allow Hampton Roads residents to vote on having casinos. She arguesit's the best solution to mitigate tolls at the Downtown and Midtown tunnels next year.

This is the second bill shot down in the General Assembly that would help pay for transportation projects, namely the Midtown Tunnel construction, during this session.

Some local drivers say they're frustrated with the lack of progress in the General Assembly.

'I don't know what else can be done if they keep shooting down ideas,' said Norfolk resident Carol Ballance. 'It's almost like we don't have a choice.'

Lucas says she plans to introduce a similar bill in the Senate next week that would involve river boat gambling instead of land-locked casinos.
