NORFOLK, Va. -- Virginia's transportation secretary says Gov. Bob McDonnell's administration wants a top-to-bottom review of the state's port.

Transportation Secretary Sean T. Connaughton said that the goal is to make the port the top port on the East Coast.

He says the administration has asked the Virginia Port Authority Board of Commissioners to review 'everything and everyone.'

McDonnell replaced 10 of the board of commissioner's 11 members in July. The move came after his administration grew frustrated that the port's cargo container growth levels failed to meet pre-recession levels while its competitors in New York and Savannah, Ga., have.
