NORFOLK --Military personnel going to and from workin Hampton Roadsare a step closer to getting a break on their commute.

Gov. Bob McDonnell signed a law Thursday that would allow service active-duty members in uniform to use HOV lanes, regardless of how many people are riding with them.

The measure was introduced in the house by Del. Chris Stolle, R-Virginia Beach.

'It's not solving our transportation problem, but it's a step,' Stolle said.

There is a catch.Congress would first have to change federal HOV rules before the change could take effect.
