PORTSMOUTH -- Low-lying sections of Portsmouth are filling with water and there are reports across the city of power outages and trees and tree limbs falling, blocking roads, damaging homes and vehicles.

Beginning at 8:00 p.m. and ending at 8:00 a.m. until further notice, the city says it will enforce a curfew.

No person shall be on any public street between those hours unless for an emergency or essential purpose or operation of a business, the declaration states.

The curfew is in effect for drivers and pedestrians.
