VIRGINIA BEACH - Virginia Beach City Council voted to proceed with plans for a third, 14-story tower at Town Center.
The Virginian-Pilot reports nine council members voted in favor of the project and two dissented over funding concerns.
The Phase 5 project will have apartments, office and shops space and an 875-space parking garage, officials said when they announced the project last month.
A development agreement could go to the City Council and the economic development authority for votes in November, the Pilot reports, and, if approved, construction would begin in February. The project would be finished by the end of July 2014.
