VIRGINIA BEACH - Voters in Virginia Beach are deciding whether to support the city's effort to extend light rail into the city.
The non-binding referendum will show City Council whether residents think it's the right time to pursue the mass transit system. Voters said no to light rail in 1999.
It was a big issue in the mayor's race. Mayor Will Sessoms supports light rail; Wally Erb says he'd follow the path the voters choose; Rick Kowalewitch is against light rail expansion.

Should it pass, the city's detailed study would continue and Council would decide whether to approve construction and where the line should run. Construction would still depend on federal approval and funding.
If it doesn't pass, City Council would decide how to proceed.
