Portsmouth police investigate 13th homicide of 2019

Officers tried to bring comfort and resources for those shaken in the community after someone shot a man in the torso on Sunday in broad daylight. Medics pronounced the victim dead at the scene.

PORTSMOUTH, Va. — Portsmouth police officers are working to solve their 13th homicide this year.

On Sunday afternoon, someone shot and killed a man off Portsmouth Boulevard near Brighton Elementary School. A suspect is still on the loose.

Police identified the victim as 25-year-old Vien Nguyen of Portsmouth.

On Monday afternoon, officers held a reset walk. They went door to door, talking to community members about Sunday’s homicide.

Interim Police Chief Angela Greene said, “It’s letting them know that we are out here. We are with them, and just because an incident happened, we are not just going to leave the area. We are going to be out here for awhile to make sure that we bring some more healing and peace back to the community.”

“We know the public saw what happened. This incident was not isolated, it did not end quickly and was over with. There were people out there and we know people did see things,” Greene explained.

Nearby neighbor Taylor Sapp said she’s had enough. She plans to move to Chesapeake and live with family. She said she doesn’t feel safe living in this area.

“It feels like it’s putting me and my family at risk," Sapp explained. "For something like this to happen right across the street, what’s to say it’s not going to happen right in our front yard?”

Sapp believes it takes everyone in the community to work together to spark change.

“There’s nothing the cops can do. There’s nothing we can do. It’s literally, everyone has to get on board and stop the violence,” Sapp explained.

Investigators said they received a few pieces of information during the reset walk that can help them in the investigation. Officers will continue to add extra patrols around the area until the suspect is caught.
