UPDATE: On July 28, another man who lived in the residence, Timothy Raines, 59, was also arrested on a felony count of child neglect. Deputies confirm Raines is the father of the child's mother, Anna Raines.
York-Poquoson Sheriff's deputies are investigating the death of a 2-year-old girl in York County.
According to the criminal complaint, deputies were called to a home on the morning of July 7 on Aberfeldy Way by the child's mother, Anna Raines. Deputies arrived to find the little girl lying on the living room floor, unresponsive.
Medics there pronounced her dead.
Investigators are still waiting for a report from the medical examiner's office to determine whether or not Raines and the child's father, Jesse Gunn, should be charged with any related crimes.
The sheriff's office did arrest Raines and Gunn on child neglect and abuse charges that are unrelated to the toddler's death.
The criminal complaint claims the home was in extreme disarray when responders showed up, and that investigators found packets of "suspected heroin"' in the child's diaper bag, as well as a bin of syringes, both within the child's reach.
Court documents also say investigators found cigarette butts strewn about the bedroom where Raines, Gunn, and their child slept. The report says some of those cigarette butts were found in the girl's crib, along with urine-soaked blankets.
Details in the report say the firefighter who first examined the child found something that "struck her as off:" one of the toddler's arms felt colder than the rest of her body.
In the document, investigators say Raines admitted to taking opioids and other drugs that week leading up to the 911 call. It also says Raines had conflicting statements on when she last saw her child alive.
Maj. Ron Montgomery with the YPSO said Raines and Gunn were living with Raines' father, who owns the home. He said her father isn't considered connected to this investigation.
"The living conditions this child was found to be in is the whole basis of the felony child neglect... so, it was pretty bad," he said.
Montgomery told 13News Now he's been seeing more drug-related problems in the county over the past few years. He said it's always a difficult case when they involve a child.
"We see this a lot with people who are drug addicts -- that they don't realize how bad the living conditions have gotten that they actually live in," Montgomery explained. "They're more concerned about supporting their habit than they are about maintaining their house, and unfortunately, in this situation, a small child happened to be in the middle of that."
Officials say this case is going to be handled in Juvenile and Domestic Relations court.
Raines and Gunn are currently being held at the Virginia Peninsula Regional Jail without bond.
13News Now submitted a request to interview Raines and Gunn to learn more about the case, but a spokesperson for the detention center says the jail does not allow interviews.
