Norfolk to buy property at Military Circle Mall

The Norfolk Development Authority approved a resolution Tuesday night to move forward with negotiations to purchase property in the Military Circle Mall, which includes the empty JCPenney building.

NORFOLK -- The city of Norfolk is working to improve an area that has become an eyesore.

The city plans to buy property in the Military Circle Mall, which includes the empty JCPenney building.

The Norfolk Development Authority approved a resolution Tuesday night to move forward with negotiations to purchase the property.

Deborah Key is a frequent shopper and a former employee and says it used to be a booming place.

Now, with some of the big anchor stores gone, she says it's hard for the rest of the businesses to stay afloat.

'It's just like a body. You just amputated a lot of things that make it exciting to go to,' Key said.

She wants the city to salvage the mall.

'We need to go somewhere we can be invested and enjoy and be excited about. This is not exciting anymore,' Key said.

At this point, it is unclear what the city plans to do with the land.
