Rainbow Cactus owner in Virginia Beach charged for shooting woman in November, police say

VIRGINIA BEACH, Va. — The owner of the Rainbow Cactus nightclub in Virginia Beach is facing charges after allegedly shooting a woman in November.

Alan Phillips, 62, is charged with malicious wounding and use of a firearm in the commission of a felony, the Virginia Beach Police Department told 13News Now Friday morning.

The shooting happened during the early morning hours of Nov. 3, 2023, in the parking lot of the nightclub, located in the 400 block of South Lynnhaven Parkway.

The investigation began when a Virginia Beach police officer heard a gunshot in the Princess Anne Plaza area just before 2 a.m., and then located a woman who had been shot. Medics took the woman to a hospital with injuries that weren't considered to be life-threatening.

Investigators believe the shooting stemmed from a fight between the victim and Phillips. He was arrested on the same day of the shooting, according to the Virginia Beach police.

According to Rainbow Cactus' website, Phillips is the nightclub's owner and general manager. A spokesperson for the Virginia Beach Police Department also confirmed Phillips was listed as the establishment's owner at the time of his arrest.
