Inmate dies at the Hampton Roads Regional Jail

Victor Rhea Fountain, 62, died at the jail when an officer was informed of a medical distress situation.

PORTSMOUTH, Va. — A 62-year-old inmate died at the Hampton Roads Regional Jail on Saturday night, jail officials said.

Victor Rhea Fountain died around 8:58 p.m., Assistant Superintendent Lt. Col. Chris Walz said in a news release.

Around 8:29 p.m., an officer was escorting a nurse during medication rounds when he was told that an inmate was in distress. 

A medical code was called and Fountain was worked on until Portsmouth Emergency Medical Services arrived. Fountain died at the scene.

Fountain arrived at the jail Feb. 13. He was jailed on three counts of assault and battery on a law enforcement officer and one count of assault and battery in Chesapeake.

The Portsmouth Police Department was notified. The regional jail is conducting an administrative review.
