Attorney on Officer Rankin: "I thought he would do this again"

PORTSMOUTH, Va. (WVEC) -- Officer Stephen Rankin shot and killed Kirill Denyakin in 2011 during a burglary call. A neighbor called 911 to report someone was trying to break into an apartment complex.

Officer Rankin, the responding officer, shot Denyakin 11 times. He claimed Denyakin charged at him. A wrongful death suit was filed against Officer Rankin shortly after the shooting. He was eventually cleared of all wrongdoing.

One year after returning to work, he was placed on administrative duty again after 18-year-old William Chapman was shot and killed in a Wal-Mart parking lot.

An attorney for the Denyakin family says he is not surprised this happened again.

"I was totally unsurprised. I thought he would do this again. He was a loose cannon and I believe he'll do it again if he gets the chance. I can't believe the police department allowed him back on the street with a gun," said Carlton Bennett.

The Commonwealth's Attorneys office announced Thursday it is seeking an indictment in the shooting death of William Chapman. A grand jury will meet next Thursday.
