Police report: William Chapman shoplifted before fatal shooting

PORTSMOUTH, Va. (WVEC) -- A recently released police report from the investigation into the fatal police shooting of a man outside a Portsmouth Walmart in 2015 shows the suspect had stolen a t-shirt and pants from the store.

PORTSMOUTH, Va. (WVEC) -- A recently released police report from the investigation into the fatal police shooting of a man outside a Portsmouth Walmart in 2015 shows the suspect had stolen a t-shirt and pants from the store.

Former Portsmouth Police Officer Stephen Rankin fatally shot 18-year-old William Chapman II last year, after responding to a shoplifting call. Witnesses said a struggle ensued before the shooting, and attorneys argued over whether Rankin should have used deadly force.

Rankin was convicted of voluntary manslaughter and sentenced to 2.5 years in prison in connection with Chapman's death.

The Virginian-Pilot reports investigators found Chapman was wearing a pair of gray jeans under another pair of pants. In addition, a new gray T-shirt with Stewie from the TV show 'Family Guy' was found in his backpack.

Both items totaled $31.43.
