"Many of the people gathered around and she stopped the bus and for some time she climbed on the bus," the business owner said.

A spokesperson for Newport News Public Schools (NNPS) said the bus had been stopped at an intersection when the woman got onto the hood of the bus. The business owner said the students and others recorded the incident on their cell phones.
